5. Conclusion
A strong requirement for elevator safety and reliability was expressed yesterday in the 2003 Urbanisme et Habitat law, but is also being called for today by the user (which we all are).
The measures resulting from the U. et H. law of July 2, 2003 met an almost universal demand at the time, as demonstrated by the wide-ranging consultation carried out at the time by the Ministry of Housing with consumers, employee unions and building managers, at a time when the number of elevators "spontaneously" modernized each year was no more than 2% of the stock.
Mandatory safety measures have significantly improved safety for users and maintainers alike. The number of accidents has fallen sharply in recent years.
