3.1 Construction
3.1.1 General design of the facility (article REF 21)
The public, who must not be exposed to the consequences of a fire, must be able to find shelter from bad weather or climate in an enclosed space with the characteristics of a third-party establishment.
Designers can choose between :
the use of two separate buildings;
the creation of one or more "reception volumes" in a single building;
any other solution deemed equivalent by the Safety Commission.
