Despite the apparent strength of the right of ownership, an abundance of constantly evolving regulations considerably limit the owner's freedom on the surface and above (land-use coefficient, alignments, height limits, prospect, etc.), especially in built-up areas. However, apart from the problems of mining, groundwater, public health and safety, only the finance administration is interested in private uses of the subsoil, even if the land register is not always explicit about them.
