1. What is a health program?
A program is a way of organizing actions in the field. If you want to prevent falls on the stairs, it makes sense to install handrails. This is an action, not a program. A program would be a set of technical, organizational or human actions aimed at achieving the goal of zero falls. Common sense is not enough to find the right combination of tools to deploy to achieve such a goal. Preparation is necessary, and this is the purpose of the programming process.
