2. International carbon pricing
The national or regional carbon pricing systems deployed since 2005 are mainly based on emissions trading schemes or carbon taxes. However, other systems do exist and are discussed in
2.5
. Today, in some jurisdictions, carbon taxes and ETSs exist side by side. In all cases, carbon pricing systems give a price to the tonne of CO2éq. emitted or avoided.
To better differentiate between ETSs and carbon taxes, it's important to remember that ETSs set a cap on GHG emissions that must not be exceeded, whereas the tax, in application of the polluter pays principle, requires a financial penalty very often from the first tonne...
