The recommendation and inclusion of a substance in Annex XIV are the next steps in the authorization process. Only substances prioritized on the candidate list are included in the recommendation. REACh gives priority to substances that are PBT or vPvB, or have highly dispersive applications or are produced in large quantities.

Thus, a substance is likely to be prioritized if it is :

• used in the European Union;

• concerned by multiple uses;

• used on many sites;

• likely to expose many workers, users and/or environmental ecosystems.
