2. Decide to apply for authorization
Annex XIV lists substances of very high concern that must be replaced as a matter of priority, and sets out the conditions and procedures for doing so. The ultimate aim is a ban, but authorizations may be granted on a case-by-case basis to preserve the market pending their complete replacement. Any uses exempt from authorization are specified.
A request for authorization is justified by the need to continue using the substance beyond its expiry date, and by the absence of an available or economically viable alternative.
