2. Understanding the concepts of servitude, Seveso high threshold and Seveso low threshold
The classification of an establishment under the AS authorization with servitudes regime is based on thresholds for the quantity of chemical products or preparations present in the establishment.
A threshold is a quantity above which a classification system and obligations apply.
In France, servitudes d'utilité publique are administrative easements which, for reasons of public utility, place limits on the right to own and use land. Their purpose is to prevent third parties from settling near these high-risk activities.
Under the Seveso II directive, the AS classification regime corresponds to Seveso high threshold establishments.
