What exactly is an emergency plan?
Understanding the concept of an emergency plan

The "emergency plan" is the former name for what is now known as the "ORSEC system". This system concerns "disasters where resources are exceeded", i.e. :

• which cannot be controlled by the site's own resources ;

• and/or have (or may have) consequences for neighboring populations.

The ORSEC system has several components:

• zonal (i.e. covering several departments or regions) ;

• departmental ;

• maritime.

The following additional plans are included in the departmental section of the ORSEC system:

• POI (Internal Operation Plans) for Seveso high threshold sites, or ICPE sites at the request of the prefect;

• Internal emergency plans for nuclear facilities ;

• PPI (Plans particuliers d'intervention) for sites...
