"A territory is defined as an area of land occupied by a human group and which depends on an authority (state, province, city, jurisdiction, local authority...)" (toupie.org).
An Agenda 21 can be set up for an entire territory, or just a part of it. It's a question of defining the most suitable area for implementing an Agenda 21, depending on the scope of the project, the objectives set and the resources available for carrying out the actions.
In France, for example, there are different levels of Agenda 21 (figure
