What is a public utility easement?
In France, public utility easements are administrative servitudes that must be appended to the local urban development plan, in accordance with article L. 126-1 of the French Code de l’Urbanisme.
They establish, on the initiative of the administration, for reasons of public utility, limits to the right of ownership and use of the land.
These easements include, as necessary :
limiting or prohibiting the right to build ;
making building permits subject to compliance with technical specifications;
limiting the number of people employed in industrial and commercial facilities created in the future.
