3. Conclusion
All in all, the benefits of strong and swift action on CC considerably outweigh the costs under certain conditions, and COP 21 can provide the keys. The polarization of debates on the financing of mitigation policies, and even adaptation policies, risks distracting us from the opportunity for synergies in a cooperative interplay between climate policies and economic growth. This was the direction taken by the 1992 United Nations Framework Convention on Climate Change, which linked climate and sustainable development. The real challenge for COP 21 is to revive this objective.
