4. State measures to combat obsolescence
Even if it is accelerating, the process of obsolescence is not new. States have already taken a stand against this phenomenon in order to protect their interests, but in the light of recent awareness, new laws are emerging to protect the environment and consumers, and also to safeguard the sovereignty of certain states (in the face of shortages, for example).
