Emergency plans - Internal operation plan (IOP) and special intervention plan (SIP)

As already explained, the development of the POI –, while obviously leading to the drafting of a self-supporting and operational paper plan –, is also of prime importance in that it gives rise to a concerted approach between all the players involved in emergency management.

The aim of obtaining a "perfect" paper plan should not be allowed to override the development process, which allows everyone to get involved, ask questions and discuss hypotheses and answers.
