2. SGS: a regulatory structure
The Safety Management System (SMS) can be defined as all the measures implemented by the operator at plant level, relating to the organization, functions, procedures and resources of all kinds, with the aim of preventing and dealing with major accidents. The SMS can be likened to a safety management system, and is based on the principle of continuous improvement or PDCA (figure 4 ).
