From a regulatory point of view, perfumes are considered to be cosmetic products and are subject to the same regulations. This is clearly spelled out in the definition of cosmetic products in the latest European regulation:
"Cosmetic product means any substance or mixture intended to be placed in contact with the superficial parts of the human body (epidermis, hair or capillary systems, nails, lips and external genital organs) or with the teeth and oral mucous membranes, with a view, exclusively or mainly, to cleaning them, perfuming them, modifying their appearance, protecting them, maintaining them in good condition or correcting body odors"
