If administrative structures are so extensive and so closely meshed, it is undoubtedly due to the importance of road transport regulations. Paradoxically, the regulations themselves are more voluminous than the provisions governing private law, in which the State has not shied away from intervening.
When we talk about road haulage, we're also talking about leasing vehicles with drivers and freight forwarding. While the latter is not necessarily linked to road transport alone, the commissionaire's involvement in the transport chain is of significant importance, and deserves special attention. In fact, the legislator applies similar rules to all three professions, even though they cover different operations.
