Managing railway infrastructure means sharing access rights between different potential uses, i.e. freight and passenger trains with varying speeds and routes, while reserving the necessary slots for maintenance or work trains. Managing railway infrastructure therefore essentially means managing capacity, with strong, codified constraints relating to safety and, increasingly, to the environment.
