4. The competitive dialogue procedure
The competitive dialogue procedure is one in which the public purchaser engages in dialogue with the candidates admitted to take part in the procedure. The aim is to develop one (or more) solution(s) corresponding to its needs, on the basis of which the candidates are invited to submit an offer (article L. 2124-4 of
Code de la commande publique
).
The conditions under which contracting authorities may use the competitive dialogue procedure are the same as those for the negotiated procedure (adaptation of available solutions, innovative solution, design services included, complexity of the project, insufficient technical specifications, unsuccessful invitation to tender)....
