It's the responsibility of everyone in the organization, the project team and the project manager.

Why have a human resources estimate validated?

Your estimate may have an impact on the project in terms of costs or deadlines, and may "telescope" with the resource requirements of another project. It is therefore important to have it validated before communicating with the people involved, to avoid unpleasant surprises.
