Set up a single manager: to create a dynamic for product improvement, it's important to control the flow of modification requests from your customers (requestors). Taking requests into account is necessary, but not sufficient. You also need to put in place communication processes so that your customers are regularly informed about the processing of their requests.
Manage product design changes through projects: grouping change requests within a project enables you to better control the costs of changes. Within the framework of a project, it is easier to set up quality assurance mechanisms (change impact studies, design reviews, design verifications, design validations).
