The earlier you apply this approach, the more effective it will be: you will have access to higher-level levers (functional architectures, choice of technologies, etc.) that will become more difficult and costly to activate as the design progresses.
For a complex product, simply establishing the process management structure with a product cost structure that is visible to designers and a portfolio of opportunities and risks already has a unifying and catalytic effect on the process: this effect can be described as "keeping the house in order."
