As mentioned in step 2, experts are assigned according to their knowledge and skills in one of the two stages of the procedure. These experts are also actors, generally members of an innovation cluster, in order to offer their services free of charge or for profit. Each expert intervenes at different stages in the development of an innovation project for a new product and/or service. They can provide their services (advice, network) and/or invest financially in the development of an innovation project.
