3. The HAPS and LAPS classes of atmospheric satellites
The High Altitude Platform System (HAPS), as defined by the ITU-R at WRC-23, is being discussed in the context of generations 3, 4 and 5G mobile telephony.
In theory, this is a stable aircraft, participating in network operations automatically (at an altitude of 8 to 50 km), which maintains its geographical position on its own.
