Water doesn't stop at borders. The notion of watershed implies that we are not interested in administrative boundaries, but in natural ones. For example, many watersheds straddle several countries.
According to the 1997 Convention on the Law of the Non-Navigational Uses of International Watercourses, an international watercourse is a watercourse, parts of which are located in different states
