2. Identify the role of measurement uncertainty in legal metrology
Although the concept of measurement uncertainty has been present in industrial metrology since the 90s, it was much more discreet in legal metrology at that time. Nevertheless, over the last ten years or so, this notion has found its way into most new regulations.
When it comes to the use of legal measuring instruments, the concept of uncertainty of the measurement process, i.e. the instrument and its implementation, does not exist. Regulatory texts will most often reduce this to the notion of maximum tolerated error on the instrument (MTE).
It would be wrong to think that legal metrology forgets that the instrument alone is not responsible for the uncertainty of the measurement...
