4.1.1 Magnitude of interest and response time
The mechanism by which a flowmeter (or meter) delivers a flow
rate (or quantity) indication is inherently dynamic. The sensor reacts
to the effect of liquid flow within it by emitting a signal (mechanical,
electrical or visual) whose value is proportional to the flow rate
