Nail polishes: substrate characteristics, physicochemistry and formulation

The first European directive on cosmetics dates back to July 27, 1976 (directive 76/768/EEC), and was designed to standardize legislation in the member states of the European Union, particularly following the introduction of the free movement of products. Four measures were taken:

• labelling is standardized and must include a list of ingredients;

• market surveillance is the responsibility of member states, which must monitor products manufactured or imported into the EU;

• animal testing is prohibited;

• The directive specifies which substances are prohibited in cosmetic products (Annex II), and which are subject to restrictions or specific conditions of use (Annex III).
