4. Civil spectrum control regulations
Spectrum control activities are being harmonized within regional and global bodies.
On a global level, the ITU (International Telecommunication Union) (see site in the For more information section) has a Radiocommunication Bureau comprising seven study groups. The first study group is responsible for harmonizing spectrum management, and its working group "1C" deals specifically with spectrum monitoring.
The group regularly publishes recommendations, reports and manuals for administrations, advising them on best practice in spectrum control.
