13. High-risk hazardous materials safety
High-risk dangerous goods are hazardous materials which, if diverted from their original destination and misused for terrorist purposes, could cause serious damage, loss of life, or widespread destruction. The ADR has therefore defined, in Chapter 1.10, a restrictive list of goods (figure

) whose transport must give rise to the definition and implementation of a security plan.
