Franck Reginald (F. R.) Farmer (1914 – 2001), was a member of the UK Atomic Energy Authority (UKAEA) and an academic at Imperial College London. At the second IAEA (International Atomic Energy Agency) colloquium, F. R. Farmer proposed a paper which can be found in the proceedings
in session five: considerations for reactor siting. The method inaugurated a new frame of reference for assessing the nuclear safety of a reactor.
