SPANC
The public sanitation department (SPANC) controls the conformity and operation of non-collective sanitation installations. It operates under the authority of the local authority responsible for sanitation (community of communes, agglomeration, metropolis or syndicate). Only he can carry out these statutory inspections, or have them carried out. The owner must contact the SPANC before any work is carried out, and before the installation is backfilled, in order to obtain the required compliance. SPANC is required to issue its service regulations, which set out the terms and conditions of its intervention, as well as its rights and obligations.
