INTRODUCTION
When it comes to Health, Safety and Environment (HSE) responsibilities, there are two main principles: civil liability and criminal liability. Civil liability may be contractual or tortious, and depending on the case, criminal liability may be involved. It is therefore interesting and important to define precisely, for each of these cases, the responsibilities of each of the players involved in the act of building.
