Constructibility Criteria - A Systemic approach

Objectives" represent the highest level of abstraction of the System for Doing. These objectives can be very varied, depending on the actors involved in the development of the future System for Doing and its environment (politicians, companies, associations, local residents, users, financiers, state representatives, etc.): meeting a customer's need, meeting the population's need (objectives which can be contradictory), getting re-elected, making money, winning a contract, entering a market, defending an interest or position, creating jobs, maintaining an activity, etc. There are as many different objectives as there are typologies of actors and possible projects.
