What does the 2003 law say?

The law of July 2, 2003, known as the "Urbanisme et Habitat" law in its article 79, has three components:

• gradual safety upgrading of elevators installed before 2000;

• a compulsory maintenance contract for all elevators;

• periodic technical inspection to verify the safety of the equipment.

Article R. 125-1 in "Sub-section 1" of Decree no. 2004-964, relating to elevator safety and amending the Construction and Housing Code, sets out the elements that must guarantee the safety of an elevator.

Article R. 125-1-1 of the decree identified seventeen risks that were to be countered by the adoption of several measures to modernize and secure elevators.
