2. Creation side: design for reuse method
We'll see that designing for reuse implies a number of constraints, and therefore a higher design cost (on the order of 1.5 times the normal one), which is however supposed to be quickly amortized by subsequent reuses (typically from the 3rd use) and must ultimately be considered as an investment.
It would therefore seem useful to make this investment conditional on the existence of real reuse potential for the block in question.
Having said that, we'll also see that virtually everything that has to be done in addition for the reusability of the block concerned actually contributes directly to its quality and reliability, and is therefore never completely lost.
