An electromagnetic actuator is a system capable of converting electrical energy into mechanical energy via a magnetic intermediate stage. This feature makes it fundamentally reversible, unlike some thermodynamic or hydraulic actuators.

This definition excludes eddy-current brakes, which convert mechanical energy into magnetic and then thermal energy, but which are dissipative and non-reversible.
