4. Electronic conduction
Let's imagine conduction phenomena as a flow of carriers entering the dielectric, then being transported within it and, finally, exiting through the other side. Clearly, the maximum flux for a given field will be controlled by whichever of the three stages allows the lowest flux. Carrier flow will therefore be controlled either by electrode-dielectric interface phenomena, or by volume phenomena within the dielectric.
