1. Identifying the Substances in Question

Substances subject to authorization are identified as SVHCs ( – ly substances of very high concern) due to their hazardous properties. These include:

  • substances classified as carcinogenic and/or mutagenic and/or toxic (CMR) to reproduction, Category 1A or 1B, in accordance with the CLP Regulation;

  • substances that are persistent, bioaccumulative, and toxic (PBT) or very persistent and very bioaccumulative (vPvB) in accordance with the criteria in Annex XIII;

  • substances that disrupt the endocrine system (health-related endocrine disruptors or environmental endocrine disruptors) or, based on scientific evidence, have serious effects on human health or the environment and warrant a level of concern equivalent to the properties listed above (for example, persistent, mobile, and toxic (PMT)...
