2. The role of the CODERST
Two situations need to be distinguished.
In principle, the CODERST has a consultative role, which is not binding on the departmental prefect (the police prefect in Paris):
The CODERST's opinion is the final stage before the Prefect's decision on a draft order.
It is up to the prefect to make the final decision, based on all the information gathered during the investigation, including the advisory opinion of the CODERST.
