Define key terms: ICPE and operator, activity and facility

In Part 1 of the ICPE nomenclature, which pertains to substances, the terms “substances,” “preparations,” and “mixtures” refer to substances that are hazardous to the environment. The hazard categories are “oxidizing,” “explosive,” “highly flammable,” “toxic,” “very toxic,” and “hazardous to the environment.” For example, entry 1455 of the ICPE nomenclature covers the storage of calcium carbide as a flammable substance.

In Part 4, concerning hazardous substances and mixtures, the terms “substances” and “mixtures” refer to the most hazardous facilities, known as “Seveso” facilities. These terms are defined in Article 2 of Regulation (EC) No. 1272/2008, as amended, on the classification, labeling, and packaging of substances and mixtures.
