3. Identify the players involved in the consultation
The implementation of the obligation to consult implies the presence of two types of actor: the one to whom something is owed (the creditor) and the one who owes something (the debtor).
The principle is that any interested party has the right to environmental information. There are no restrictions based on nationality, qualification, interest in taking action or domicile.
The beneficiary may be a private individual, an association, a competing company, or a local authority (communes, départements, régions). They may not be domiciled in the commune where your plant is located.
