The ERS is based on five principles:

• Principle of scientific caution: involves adopting, in the absence of established data, reasonably conservative assumptions defined for each case under consideration.

• Precautionary principle: a high-level legal principle according to which “the absence of certainty, given current scientific and technical knowledge, must not delay the adoption of effective and proportionate measures aimed at preventing a risk of serious and irreversible environmental damage at an economically acceptable cost.”
