7. Conclusions
European regulations on the most dangerous industrial establishments (known as "Seveso") require member states to take measures to ensure that the safety of their Seveso establishments is managed, and that the public is involved in this management.
France is one of the most advanced countries in this field, with a wealth of regulations in place, particularly for Seveso high threshold plants:
the obligation for the operator to carry out a hazard study (EDD), a major accident prevention policy (PPAM), an internal operations plan (POI) and to set up a safety management system (SGS);
rules for prefects to assess the risk management approach implemented and presented in hazard studies, set up a special intervention plan (PPI) and establish town planning rules around these establishments,...
