The administrative division of France into "territorial mille feuilles" complicates the coordination of different transport policies. Each level has its own powers. Municipalities are often responsible for traffic and parking, through their policing powers. Inter-municipal bodies or syndicates are responsible for urban transport. General councils are responsible for intercity transport, and regional authorities for regional rail transport. The State has prerogatives in national transport and the development of ad hoc infrastructures.

The table 2 from the Ministry of the Interior, Directorate General of Local Authorities, sets out the responsibilities of the various local authorities in terms of transport and road infrastructure.
