First of all, there's the legitimate question: why did we abolish the ESR, which was easy to implement and to which everyone had become accustomed?

The reason is simple. The ESR played its role perfectly at the beginning, when the level of knowledge of the problems was close to zero and there was no tool at the time to assess the situation at national level.

But after ten years, it's no longer possible to be satisfied with carrying out studies, however simple, to classify sites, but it is necessary to manage them. And ESR was not designed to manage sites. At the time (1999), EDR (detailed risk assessment) was the only tool designed to manage the sites identified, and it is indeed an evolution of EDR that we are talking about: IEM and ARR (residual risk analysis) should therefore be considered as the descendants of the updated EDR, rather...
