Harmonized" classifications vs. "proposed by a REACh dossier

Harmonized Classification

Specific substances may be subject to harmonized classification. They are first discussed by a group of European experts and then included in Annex VI of the CLP Regulation. They are then mandatory throughout Europe. Harmonization applies in particular to CMR properties, respiratory sensitization, and biocidal or plant protection products.

Manufacturer

A natural or legal person established in the Community who manufactures a substance there.

Importer

Any natural or legal person established in the Community who is responsible for the importation.

A chemical element and its compounds in their natural state or obtained through a manufacturing process, including any additives necessary...
