3. Anticipating the Substance’s Potential Path Through the Authorization Process

The recommendation and inclusion of a substance in Annex XIV are the next steps in the authorization process. Only prioritized substances from the Candidate List are recommended for inclusion. REACH gives priority to PBT or vPvB substances, or those with highly dispersive applications or produced in significant quantities.

Thus, a substance is highly likely to be prioritized if it is:

  • used in high tonnage within the European Union;

  • used in multiple applications;

  • used at numerous sites;

  • likely to expose many workers, users, and/or environmental ecosystems.
