3. What are the requirements for an imported or manufactured substance that is stored?
If you import or manufacture a substance in quantities exceeding one ton per year, you are considered an importer or manufacturer under the REACH Regulation. As a result, you must register your substance under the REACH Regulation.
As part of the obligations under the REACH Regulation, your supplier outside the EEA may have appointed an only representative. In this case, you are no longer considered the importer of record for that substance, but rather a downstream user. You will need to consult with your supplier to determine whether an only representative has been appointed (see “Importing a substance under the REACH Regulation” at

).
