Management by basin organizations and other water stakeholders is complex. Within watersheds, new constraints and priorities are constantly emerging and changing rapidly. These changes are technological, social and economic in nature. Population growth combined with economic development and improved living conditions are increasing the complexity and pressures on water and other natural resources. This is leading to increased demand for water and worsening pollution.

In some watersheds, this growing pressure on resources has resulted in inadequate access to water, generating tensions between different uses. Satisfying ever-increasing global demand is a real challenge.
